Are they really independent?
To call yourself fully independent you should not have any governing body above you or registered to any company etc. Basically what the surveyor says is correct and they don’t try to carry out a survey to certain standard to stay members of associations etc.
Associations make surveyors carry out surveys / inspection in a certain way and tell them to recommend rising damp treatment no matter what. A lot of independent surveyors work off a points system with the association.
So just because someone claims they are fully independent, doesn’t mean they actually are. Research the company first.
